NextFin News - European leaders gathered in Kyiv on Monday to pledge more air defences for Ukraine, as Russia's intensified ballistic missile campaign exposes a widening gap between Moscow's missile production and the interceptors available to stop them. French President Emmanuel Macron announced the dispatch of additional interceptor missiles ahead of the Coalition of the Willing meeting, held on Ukraine's Independence Day and co-chaired with German Chancellor Friedrich Merz and British Prime Minister Andy Burnham. The summit put air defence at the top of the agenda after a summer of strikes that Ukrainian officials say have left Patriot batteries nearly empty.
Around ten participants attended in person alongside President Volodymyr Zelenskyy, with European Council President António Costa confirmed among them. The session followed a separate Nordic-Baltic summit in Kyiv on Sunday, where leaders from Denmark, Estonia, Finland, Latvia, Lithuania and Norway convened and Norway pledged major additional assistance for next year. The timing is not ceremonial. In July alone, Russia launched 195 ballistic missiles at Ukraine and only 29 were intercepted, according to Ukraine's Defence Ministry. On Aug 1, Ukraine shot down just one of 27 incoming ballistic missiles; three days later, none of 24 ballistic missiles and four Zircon hypersonic missiles were intercepted.
The Shortage Behind the Summits
The diplomacy in Kyiv is a response to a simple arithmetic problem. Russia is firing ballistic missiles faster than Ukraine's partners can replace the interceptors needed to stop them. Ukraine's military intelligence service estimates Moscow can launch up to 100 ballistic missiles a month without depleting its stocks, while independent estimates put Russian Iskander-M production at roughly 60 to 65 missiles a month, or more than 700 a year. North Korea has supplied an estimated 150 ballistic missiles to Russia since the end of 2023, with a newly deployed North Korean missile unit potentially adding up to 120 more.
On the defensive side, the numbers are far thinner. Lockheed Martin supplied only 620 modern PAC-3 Missile Segment Enhancement interceptors worldwide in 2025. A defence-intelligence estimate puts average Patriot deliveries to Ukraine at about 133 interceptors a year since the war began. President Zelenskyy has said Ukraine received only about one-third as many anti-aircraft missiles so far this year as it did in 2025, as demand from the Middle East and US stockpile replenishment compete for the same production lines.
"Every package of ballistic missile interceptors saves the lives of our people. And every night without them results in more casualties," Zelenskyy said on the Telegram app.
The shortfall is not limited to US systems. Ukraine has only a handful of French-Italian SAMP/T batteries, and the Aster-30 interceptors they require are also in short supply. The upgraded SAMP/T NG will become available only gradually, leaving no near-term European substitute for Patriot. With eight Patriot batteries spread across the country, the bottleneck is ammunition, not launchers.
The human cost of that bottleneck is visible in Kyiv. In one recent attack, 23 ballistic missiles struck the capital and none were shot down; at least 15 people were killed in the city and eight more in the surrounding region, with more than 100 injured across both. Zelenskyy called it "simply absurd that, in the modern world, production has still not been scaled up to the level actually required to protect people from ballistic terror," and warned that Moscow would keep hitting residential buildings as long as Patriot missiles "remain in our allies' stockpiles."
Europe's Scramble for Every Available Missile
Behind the summit declarations lies a piecemeal hunt through European arsenals. Former Ukrainian Defence Minister Mykhailo Fedorov, who was dismissed in August and replaced by Yevhenii Khmara after parliament's confirmation, had worked through lists of interceptors held by allied governments, asking what each could spare. The effort has reached countries that view their own security as precarious: Poland, Spain and Greece all hold Patriot stocks, and reports say Kyiv has asked Athens for as many as 200 older PAC-2 interceptors. Greece has not announced any transfer, and Spain's defence ministry has declined to disclose types or quantities.
"We are literally fighting for every missile," Ukrainian Foreign Minister Andrii Sybiha said, as demand for PAC-3 interceptors surged in the Middle East and European governments worried about their own ability to deter a future Russian attack.
The political constraint is as binding as the industrial one. "Everything depends on the U.S., and the lack of political will to help influences everyone else," a senior official familiar with the talks said. "The American administration could have helped, but they don't do this. And as the result it's been hard with everyone else."
Norwegian Defence Minister Tore O. Sandvik framed the European dilemma bluntly.
"I think it's not sustainable for Europe in the long run," Sandvik said. "All the European countries have to step up."
That pressure is beginning to move policy. Britain's prime minister used the Kyiv visit to transfer technology for Ukraine to produce SCALP cruise missiles domestically, and Germany has signalled plans for roughly €12 billion in missile purchases. But transfers from existing stocks can only bridge a gap that keeps widening; they cannot close it.
The Long-Term Fix: Production, Licences and Architecture
The pledges in Kyiv are aimed less at solving this winter's shortage than at changing the structure that produced it. The July 13 statement by the ten participating countries — Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, Ukraine and Britain — called for "a global solution of integrated missile defence architecture to deter and defeat future missile threats," complementing existing sovereign European systems. That is a recognition that ten national air-defence networks, each guarding its own stockpile, cannot match a single adversary firing at will.
The architecture depends on production that does not yet exist at scale. The clearest signal of intended scale came in July, when the US Army awarded Lockheed Martin a $53.86 billion contract modification for PAC-3 MSE interceptors, lifting the seven-year agreement's total value to $58.62 billion. The company says the order will let it triple production capacity by the end of 2030. Even at that pace, the ramp is measured in years, not months.
Ukraine's domestic effort centres on Fire Point's FP7.X interceptor, which the company says retains only about 20 per cent commonality with its Soviet S-300 and S-400 ancestry. The goal is an interceptor costing less than €1 million, compared with roughly $5 million for a modern Patriot PAC-3 — but a prototype is not expected until the first half of 2027. A separate European-Ukrainian programme, Freya, is building around the same missile with more than a dozen European manufacturers involved. None of these paths relieves the pressure before winter.
The US licence for Ukrainian Patriot production, discussed around the NATO summit in Ankara in July, has proved harder to convert into output than Kyiv hoped. President Donald Trump first said Ukraine would be allowed to build Patriots under licence, then stepped back, saying such technology transfers required care. Talks continue on models that would have components made in Ukraine and missiles initially assembled in Germany, but the immediate constraint remains the same: certified interceptors take years to bring online.
Is This Cyclical or Structural?
The immediate shortage is cyclical: it is driven by a temporary collision of surging demand — Russian escalation, Middle East requirements, US replenishment — against a production base that can be expanded. Cyclical shortages revert once capacity catches up, and the $53.86 billion US contract is evidence that manufacturers and governments see a durable order book rather than a one-off spike. If the war's intensity falls or a ceasefire holds, the gap narrows without any structural change.
But the deeper problem is structural, and it will not self-correct. Russia has reconfigured its defence industry for a long war, adding North Korean supply lines and lifting Iskander-M output to roughly 700 missiles a year. Europe, by contrast, planned its arsenals for a peacetime stockpile model in which missiles sat in silos and production lines ran cold between small orders. Rebuilding a hot production base, licensing technology across borders, and integrating ten sovereign air-defence systems into one architecture are multi-year tasks. The gap between a missile that takes weeks to fire and an interceptor that takes years to certify is the structural reality the Kyiv pledges are trying to close.
Both forces are at work at once, and conflating them produces the wrong conclusion. The cyclical leg explains why the crisis sharpened this summer; the structural leg explains why it will outlast any single summit. Policy that treats this as only a stockpile problem will keep writing cheques for missiles that arrive after the strike. Policy that treats it as only structural will leave cities undefended through the coming winter.
The Market Read: Defence Spending as the Second-Order Trade
The first-order effect of the Kyiv meeting is military: more interceptors, eventually, for Ukraine. The second-order effect runs through defence budgets and industrial backlogs. At the 2025 NATO summit in The Hague, allies committed to investing 5 per cent of GDP in defence by 2035 — split between 3.5 per cent on core defence requirements and 1.5 per cent on broader security-related spending. That is not a target easily walked back: it embeds a multi-year ramp in procurement plans across the alliance and hands manufacturers the demand visibility they need to justify new production lines.
For investors, the signal is not the outcome of any single summit but the direction of the order book. Air and missile defence has moved from a niche procurement line to a central budget item across the alliance, and the market has noticed: the Iran conflict alone lifted Northrop Grumman, RTX and L3Harris by several percentage points in a single session earlier this summer. The $53.86 billion Patriot award and Germany's planned €12 billion missile package are the kind of funded commitments that convert political statements into revenue visibility.
That trade carries its own risk. Defence stocks have already repriced on the expectation of sustained rearmament. If summit pledges arrive as communiqués rather than funded contracts, or if a ceasefire reduces the perceived urgency, the premium built into defence valuations could compress. The market is pricing a multi-year ramp; the risk is a political cycle that moves faster than a production ramp. A change of government in any major European capital, or a shift in Washington's posture toward the war, can rewrite procurement calendars long before a new factory reaches full output.
The Strongest Case Against This View
The bear case against the structural-shortage thesis is not trivial. Europe's defence-industrial output is already rising faster than at any point since the Cold War, and licensed production — in Ukraine, in Poland, and potentially across the EU — could compress the timeline more than a static view of today's capacity allows. The €90 billion European support loan, with its first €3.2 billion macro-financial instalment disbursed in August 2026, would give Kyiv purchasing power that does not depend solely on donor stockpiles. And if Russia's own economy begins to strain under sanctions and battlefield losses, its missile output could plateau or fall, easing the demand side of the equation as quickly as it rose.
There is force in that argument on the cyclical dimension. But it does not yet answer the structural one. Licensed production still depends on technology transfer that Washington has hesitated to grant; European loan mechanisms move slowly; and Russia has demonstrated it can sustain high missile tempo while drawing on North Korean inventories. The counter-thesis wins only if production ramps outpace launch rates within the next year. That is possible — it is not yet visible in the data.
The falsifying signal is specific. Ukraine's air force has not regularly reported ballistic interception figures since mid-August, but when it does, the benchmark is clear: if it begins intercepting a high share of incoming ballistic missiles again — above 60 per cent for two consecutive months — without a corresponding rise in interceptor deliveries, then the shortage was a stockpile-management and deployment problem, not a structural production deficit.
What to Watch
The Kyiv meeting's concrete test is not the communiqué but the delivery schedule. Watch for: specific interceptor quantities and timelines named by participating capitals in the days after the summit; movement on the US licence for Ukrainian Patriot production and whether it converts into a defined assembly model; and whether the SCALP technology transfer becomes a template for further licensed production rather than a one-off.
Short term, expect continued volatility in Ukrainian cities and in defence-equity sentiment around each summit statement. Medium term, the beneficiaries are the manufacturers embedded in Patriot, SAMP/T and the emerging European interceptor programmes, along with the European governments that locked in supply contracts early; the exposed are capitals that delayed procurement and now face higher prices for scarcer inventory. Long term, the question is whether Europe builds an integrated air-defence architecture or returns to a patchwork of national systems once the immediate crisis fades.
The Kyiv pledges are a down payment on a defence architecture Europe should have built years ago — and the bill for that delay is being paid in intercepted and unintercepted missiles over Ukrainian cities.
