Ukrainian defenses shot down only one of those 27 ballistic missiles. Four days later, the Air Force said Russian forces launched 24 ballistic missiles and four Zircon anti-ship missiles, and Ukraine failed to intercept any of them. On the same day, President Volodymyr Zelensky said allied supplies of air-defense missiles fell by two-thirds in the first half of 2026 compared with the first half of 2025.
That is the backdrop for the political fight now unfolding in Washington and Kyiv. Zelensky has been pressing for more U.S.-made interceptors and for permission to produce them domestically. At the July NATO summit, Trump floated the idea of a Patriot production license, but he later said he had not actually granted one. On Aug. 1, he said it was “a hard thing to give away that kind of technology,” and warned that “those people you give the technology, they could someday turn on you.” In practical terms, that keeps Ukraine dependent on drawdowns from allied stockpiles and on whatever production capacity the United States and Europe can free up.
The strategic issue is not merely that Ukraine is short of ammunition. It is that the shortage interacts with Russia’s strike pattern in a way that raises the value of every remaining interceptor. When Russia concentrates ballistic launches into large salvoes, Ukraine has to decide whether to spend its best missiles on the fastest threats or reserve them for future attacks. That creates a second-order effect: as Patriot stocks tighten, lower-tier defenses must absorb more of the burden against drones and cruise missiles, which makes the whole air-defense stack more brittle.

The same analysis said Ukraine alone can burn through 150 to 180 interceptors in a single month of intense Russian attacks. If those figures are even roughly right, the system is not under mild pressure; it is undersized for the war it is fighting. A one-month burst of demand can eat a quarter of annual U.S. output.
The same source also said Washington has declined Kyiv’s request for 300 interceptors. That matters because it shows the problem is not only industrial but political. Even if the United States can eventually lift production, Ukraine still needs access to missiles now, not in 2028. But the supply chain is slow. The same analysis said it would take years to build new production facilities, and the Trump administration appears unwilling to share sensitive interceptor technology, including seekers, solid rocket motors, and guidance software. That combination makes a quick fix unlikely.
There is also a donor-side constraint. A CSIS report cited by the same article found that U.S. Patriot stocks have fallen by around 65 percent since the start of the Iran conflict, and the Defense Department has asked Congress for $67 billion in supplemental funding to address the broader shortfall. When both the supplier and the recipient are tight on inventory, the shortage stops looking cyclical. It starts looking like a regime condition.
The strongest counter-thesis is that the shortage is being overstated because Russia’s new strike packages are simply harder to stop. A senior Ukrainian official told the Kyiv Independent that interceptor shortages were not the decisive factor behind the Aug. 5 failure, arguing that drone reconnaissance and multi-direction ballistic launches made interception virtually impossible even with more missiles. That is not a weak objection. It says the limiting factor may be salvo design, not only stock levels.
But that objection does not erase the shortage. It refines it. If Russia can overwhelm defenses with volume and timing, then Ukraine needs even more interceptors, not fewer. The falsifying signal for the shortage thesis would be a sustained improvement in Ukraine’s ballistic-missile interception rates without a meaningful rise in deliveries or stockpiles. If supply stays constrained and interception rates stay weak across several large attacks, the structural argument holds.
The second-order implication is broader than Ukraine. This is now a test of whether NATO can treat missile defense as industrial policy rather than as a consumption line. The war has revealed a mismatch between the tempo of modern ballistic warfare and the pace at which the alliance can manufacture and allocate interceptors. That mismatch is not something a single aid announcement can fix.
“Our partners do have the missiles,” Zelensky said on X. “It is important that the necessary political decisions on supplies and the acceleration of production processes are ultimately made – including decisions on localization in Ukraine.”
Who Is Exposed, Who Benefits, And What Comes Next
In the near term, the beneficiaries are clear: Russian forces can sustain pressure on Ukrainian cities and infrastructure if the best interceptors remain scarce. Kyiv is exposed in the most obvious way, with civilians, energy facilities and military sites all facing higher risk whenever a ballistic salvo arrives. European allies are also exposed because the shortage raises the question of whether their own air-defense reserves are adequate if they need to divert more to Ukraine.
Medium term, the critical variable is production. The next meaningful data points are not rhetorical ones but measurable ones: whether the United States approves any form of Patriot technology sharing, whether allied missile deliveries recover from the first-half 2026 drop, and whether Ukraine’s interception rate improves on the next major Russian strike wave. If there is no real increase in supply, the war’s air-defense balance will remain a function of rationing rather than restoration.
Three scenarios follow. In the base case, allies send enough interceptors to keep Ukraine’s defenses functioning at the highest-priority targets, but not enough to restore a comfortable margin. In the upside case, Washington accepts some degree of licensing or localization, production rises, and interception rates improve over several months. In the downside case, Russian strike intensity climbs faster than supply, forcing Ukraine to reserve Patriots for only the most dangerous threats and accept more damage elsewhere.
The key watch items are straightforward: any U.S. decision on Patriot licensing, the next official tally of allied missile deliveries, production guidance from the United States and Europe, and the intercept rate on the next major ballistic strike. If deliveries rise but interception rates do not, the shortage is not the only problem. If both improve, the crisis may ease. Until then, the war is being shaped by a basic industrial fact: Ukraine cannot defend the sky with ammunition that does not exist.
The new reality is not that air defense failed once. It is that the system running the defense may be too small for the pace of the war.
