NextFin news, On this Wednesday, September 3, 2025, the United Kingdom announced sanctions against eight individuals and three organizations connected to the Russian state for their involvement in the forced deportation, indoctrination, and militarization of Ukrainian children. The sanctions include asset freezes and travel bans.
Among those sanctioned is Aymani Nesievna Kadyrova, president of the Akhmat Kadyrov Foundation and mother of Ramzan Kadyrov, the Kremlin-aligned leader of Chechnya. The foundation is known for running re-education programs that subject Ukrainian children and teenagers to militaristic training.
Other sanctioned individuals include Valeriy Mayorov, head of the Russian 'Center for Teenage Programs,' which aims to foster pro-Russian patriotism among children in temporarily occupied Ukrainian territories. Additional figures sanctioned are Deputy Prime Minister of Tatarstan Leila Fazleeva, Commander of the Special Purpose Police Regiment Zamid Chalaev, Minister for Youth Affairs of Tatarstan Rinat Sadikov, Deputy Director of the Department of State Policy in Child Protection Anastasia Akkuratova, and heads of the Kherson Humanitarian Headquarters Natalia Tishchenko and Alexandra Gurova.
According to British intelligence and government statements, Russia has forcibly relocated over 19,500 Ukrainian children to Russian territory or occupied regions, with approximately 6,000 placed in re-education camps where they undergo propaganda and military training. The UK government condemned these actions as part of Russia's policy to eradicate Ukrainian cultural identity and prepare children for future military service.
British Foreign Secretary David Lammy stated, "The Kremlin's policy of forced deportations, indoctrination, and militarization of Ukrainian children is abhorrent and demonstrates the depths to which President Putin is willing to go to destroy the Ukrainian language, culture, and identity. No child should be a pawn of war, and that is why we are holding those responsible to account."
The UK government called for the unconditional return of all deported children and pledged to increase pressure on Russian authorities. These sanctions come amid ongoing international scrutiny and reports from the United Nations about Russia's imposition of Russian curricula and military training on children in occupied Ukrainian territories.
These developments follow earlier warnings from the European Union about potential secondary sanctions to prevent third countries from aiding Russia in evading existing restrictions.
