Public Safety Minister Gary Anandasangaree announced the move, highlighting the gang's involvement in murder, shootings, arson, and widespread extortion that has instilled fear within South Asian diaspora communities in Canada.
The designation allows Canadian authorities to freeze or seize the gang’s assets, including money and vehicles, and expands the legal framework to prosecute terrorism-related offenses such as financing and recruitment. The Bishnoi gang, led by notorious Indian gangster Lawrence Bishnoi, is described by officials as a transnational criminal network originating in India but with a growing presence in Canada, particularly in regions with significant South Asian populations. The group has been accused of targeting prominent community members, businesses, and cultural figures through violence and intimidation.
Minister Anandasangaree stated, “Acts of violence and terror have no place in Canada, especially those that target specific communities to create a climate of fear and intimidation. Every person in Canada has the right to feel safe in their home and community, and as a government it is our fundamental responsibility to protect them.”
The Public Safety Ministry also noted that the terrorist designation will assist immigration and border officials in assessing the admissibility of individuals linked to the gang under the Immigration and Refugee Protection Act.
By formally labeling the Bishnoi gang a terrorist organization, the Canadian government aims to strengthen the capabilities of security, intelligence, and law enforcement agencies to counter the gang’s activities and safeguard communities nationwide.
