Three major Chinese rare-earth permanent magnet producers — have been granted general export licenses, according to people familiar with the matter.
The development follows comments made on December 4 by China's Ministry of Commerce spokesperson He Yadong, who said China continues to implement export controls on rare-earth–related items “in accordance with laws and regulations.” He emphasized that as long as export applications are for civilian uses in accordanc with compliance rules, they would be approved promptly. He added that China is also actively using facilitation tools such as general licenses to support lawful dual-use item exports and safeguard the stability of global industrial and supply chains.
The three companies include JL Mag (Jinli Permanent Magnet), ZHONG KE SAN HUAN (China Rare Earth Holdings’ subsidiary), and Ningbo Yunsheng.
Industry observers note that the issuance of general export licenses is expected to streamline export procedures, speed up delivery timelines, and support the recovery of downstream demand in the rare-earth magnet sector — a critical component in electric vehicles, wind turbines, consumer electronics, and other high-tech industries.
