Eli Lilly to Build $6.5 Billion Manufacturing Plant in Houston, Creating 4,000 Jobs

The project is projected to generate approximately 4,000 construction jobs during the building phase and more than 600 permanent jobs once operational. The facility aims to produce a new generation of GLP-1 weight control medications and pharmaceutical precursors.

According to Eli Lilly CEO Dave Ricks, Houston was selected after competing against 300 proposals from 40 states, due to its speed, scale, and access to top-tier talent with backgrounds in energy, aerospace, and medical industries. Ricks emphasized the strategic advantages of Houston's proximity to chemical manufacturers, a major port for exports, and collaboration opportunities with the nearby Texas Medical Center.

Ricks stated, "We are accelerating our work to bring these capabilities back to the U.S. and this Texas site is one such example, to make sure Americans can count on a safe supply of authentic medications made in our own communities, our states and our country."

Texas Governor Greg Abbott welcomed the investment, highlighting $151 million in state-funded incentives that helped secure the deal. Abbott remarked, "We did it for Elon Musk. We are doing it for Eli Lilly, but we do it for every business that either exists here, grows here or moves here because Texas is the best State in America for doing business."

Houston Mayor John Whitmire also expressed support, noting the need to improve infrastructure and education to accommodate the influx of businesses and talent. Whitmire said, "We've been discovered. People from all over the world, certainly across the U.S., are coming to Houston, Texas."

In addition to the manufacturing plant, Eli Lilly is partnering with San Jacinto College to develop a program preparing students for careers in pharmaceutical manufacturing, supporting workforce development in the region.

The announcement marks a significant boost to the Greater Houston economy and reflects a broader trend of reshoring pharmaceutical manufacturing to the United States.
