According to Carla Martins, a member of the Regulatory Council of the Portuguese Regulatory Authority for the Media (ERC), these new rules address a previously under-regulated area in audience measurement, particularly for online platforms. The goal is to clarify the methods used in audience measurement and enhance the reliability of data provided to media organizations.
In addition to audience measurement transparency, the EMFA also includes provisions to safeguard journalistic sources, ensure the independence of public service media, and regulate media ownership transparency. It mandates that large online platforms, defined as those with over 45 million monthly users, must not arbitrarily restrict or remove content from recognized media outlets.
As part of the implementation process, the European Board for Media Services was established to oversee the application of these regulations. This independent body is tasked with promoting effective compliance among member states and ensuring that the new rules are enforced uniformly across the EU.
European Parliament Vice-President Sabine Verheyen emphasized the importance of these regulations, stating that the real challenge lies in ensuring that all member states fully implement the EMFA. She noted that the effectiveness of the law will be measured by the actions taken by member states to uphold media freedom and protect journalists.
The EMFA's provisions are expected to be fully operational by 2027, with ongoing assessments and adjustments made to ensure compliance and effectiveness. The introduction of these regulations marks a significant step towards enhancing media freedom and accountability within the EU.
