The FIR, filed at New Delhi Police Station under instructions from the Home Ministry, cites Sections 10 and 13 of the Unlawful Activities (Prevention) Act (UAPA), 1967, and Section 61(2) of the Bharatiya Nyaya Sanhita (BNS), 2023. It was based on credible information and a video retrieved from the official SFJ social media account on platform X.
In the video released on August 10, 2025, Pannun declared a reward of Rs 11 crore to Sikh soldiers who would prevent PM Modi from hoisting the tricolour at the Red Fort. He also unveiled a map of a proposed "new Khalistan" including Punjab, Delhi, Himachal Pradesh, and Uttar Pradesh, and announced the formation of a "Shaheed Jatha" to fight against India.
The video was recorded during a press meet titled "Meet the Press" held at the Lahore Press Club in Pakistan, where Pannun addressed journalists via video link from Washington, US. The FIR states that these actions aimed to disrupt India's sovereignty, territorial integrity, and security, while spreading disaffection among Sikhs against the country.
The FIR names Gurpatwant Singh Pannun and other unknown persons as accused, with the investigation handed over to the NIA headquarters in New Delhi.
